Guided by Point 23 of Article 109 of the Constitution of the Azerbaijan Republic, I resolve:
To decorate Ukrainian President Viktor Fedorovich Yanukovych with the Heydar Aliyev Order for his special services in the development of friendly and cooperative relations between Ukraine and the Azerbaijan Republic.
