Your victory in the election testifies to the high level of confidence the Russians people have in you and your program aimed at securing political and social stability, economic growth in the country, further development of democratic institutions, strengthening of the rule of law, protection of the spiritual and moral values and norms in society.

The friendly and neighborly relations between our countries are based on centuries-old traditions and are fully and rapidly evolving today. I am confident that due to our joint efforts, the interstate cooperation and strategic partnership between Azerbaijan and Russia will further strengthen and expand for the benefit of our peoples and in the interests of peace, stability and security in the region.
