The second medical section of the Main Clinical Hospital of the Armed Forces has been opened.

President of the Republic of Azerbaijan Ilham Aliyev has attended the opening of the building.

Defense Minister Col-Gen Safar Abiyev reported to the Commander-in-Chief of the Armed Forces, President Ilham Aliyev.

The President laid flowers at the statue of nationwide leader Heydar Aliyev erected in the courtyard of the hospital.

It was indicated that important measures have been carried out in Azerbaijan in recent years to strengthen the material and technical infrastructure of all spheres, including healthcare. The fact that the second medical section of the Main Clinical Hospital of the Armed Forces is fitted with cutting-edge medical equipment is an example of state attention to this area. Since its establishment, this institution has provided officers and soldiers, as well as their family members, with high-level medical service. The activities of this hospital have always been in the focus of nationwide leader Heydar Aliyev and President and Commander-in-Chief Ilham Aliyev. Clear evidence of that have been a visit of the great leader with the soldiers undergoing treatment here in 1993 and the participation of the head of state in the opening of the first medical building of the Main Clinical Hospital of the Armed Forces in 2006. It is thanks to the measures taken by great leader Heydar Aliyev that the foundation was laid for the organization of military service in Azerbaijan at the level of international standards. The care of President and Commander-in-Chief Ilham Aliyev about servicemen and the important decisions made in respect of army building in line with modern international standards have been instrumental in raising the level of professionalism of the military personnel, improving their social protection, living and working conditions, and material and technical infrastructure of military units. The construction of the second medical section of the Main Clinical Hospital of the Armed Forces suggests that these measures have become consistent.

Then, President Ilham Aliyev reviewed the stand reflecting the master plan of the hospital.

The head of state cut the ribbon symbolizing the opening of the medical facility and was familiarized with the hospital.

There is a bust of nationwide leader Heydar Aliyev in the lobby of the building.

It was noted that the building is fitted with equipment based on the latest scientific and technological achievements.

There are departments of cardiovascular surgery, interventional cardiology, neurology and others here. The departments operate the most sophisticated medical equipment and devices. The conditions available in departments enable provision of patients with qualified medical services.

The construction of the new eight-storey building was also carried out at a high level. Every effort was made to perform construction in a short time and in a quality manner. The construction was implemented on the basis of modern technologies and best practices.

The kitchen of the 600-seat canteen can cook food for a total of 1,700 people.

The mobile surgical hospital of the medical establishment is intended for 60 patients and is also fitted with the latest medical equipment. The mobile hospital is meant to provide quality medical assistance to the wounded and sick servicemen during active combat operations.

The construction of such facilities and their provision with state-of-the-art equipment primarily demonstrates the sensitive attitude of the Azerbaijani government to the health of servicemen and their social problems. In addition, these measures show that by building up its economic capacity, the state of Azerbaijan is taking important steps to further strengthen the material and technical logistics of our army.

It was noted that this military medical facility for 1,000 patients provides quality medical care to the servicemen of the Armed Forces, retired and reserve officers, and members of their families. The hospital, covering an area of 25.4 hectares and consisting of eight treatment and ancillary buildings, has six departments and 47 medical and diagnostic units. The hospital operates the first medical building for 300 patients, an infectious diseases unit for 60 patients and a fleet of modern ambulance vehicles.

The President was informed that the second medical building with a total area of 30,000 square meters is designed for 560 patients. There are 27 medical and diagnostic departments here.

The departments are fully staffed with medical personnel and fitted with equipment and devices meeting international standards.

President Ilham Aliyev reviewed the department of cardiovascular diseases.

It was noted that the department has a special device that stimulates the activity of the heart for a long time in the event of cardiac insufficiency. Wards and operating units also meet the highest standards. The design and installation of the units have been carried out by authoritative companies working in this field. The equipment available enables doctors to perform operations of any degree of complexity. Intensive care rooms in the therapeutic department are also equipped with the latest facilities. The department will also operate a section of interventional cardiology. The equipment and appliances available here will enable provision of patients with quality medical service, accurate diagnosing and treatment.

It was indicated that four blocks of the medical institution have 10 operating rooms for ENT, gynecology, ophthalmology and general surgery. The section for the provision of medical services to high-ranking officers is also equipped to the highest requirements. It has a waiting room, a conference room, bedrooms, a canteen, an intensive care unit and rooms for medical personnel. The department covering a total area of 540 square meters is equipped with all the facilities for the treatment of patients on the basis of the latest advances in medicine.

The laboratory consisting of 36 rooms also meets international standards. It operates equipment from the world's leading companies, enabling the most complex laboratory research.

The laboratory covers an area of 1,500 square meters. It has tools for genetic, microbiological, immunological, biochemical and clinical analyses. The radiology department operates X-ray, magnetic resonance imaging, computer tomography and fluoroscopy units. The monitors installed in the surveillance room broadcast operations from operating theaters. Patients’ relatives and medical students can observe the operations both as they happen and watch their records afterwards.

An area of five hectares outside the new building has been landscaped and trees planted on it.

After reviewing the medical facility, the President met with the hospital staff.

Congratulating the medical staff, President Ilham Aliyev said:

- I congratulate you on the opening of the new building of the military hospital! This opening shows that work in the field of healthcare in Azerbaijan is being done at a high level. More than 500 medical facilities have been built and renovated in Azerbaijan over the past 10 years. New and modern hospitals and diagnostic centers are opening in Baku and all regions of the country, providing people with medical services of top level. This is a very important issue because public health is a state priority. The work done in this area over the last few years is truly commendable.

The construction of the hospital is an indicator in itself. A few years ago I attended the opening of the first building of the hospital. A lot had been done prior to that as well. This building and the equipment available here certainly meet international standards. It has the conditions and technical equipment to emulate leading hospitals of the world.

And this is the way it should be! There should be the highest standards in any sphere in Azerbaijan - in the economy and all service spheres. We see this in the establishment of the new infrastructure, the ever modernizing cities and the improving medical service provided to citizens.

All the conditions are available here. I am glad that the people working here are qualified professionals who have been trained in foreign clinics. I see that most of the people working here are young. This makes me very happy. In today's world, medical science is advancing so rapidly that it is necessary to constantly stay abreast of this development. We should apply the most advanced technologies. If we consider that the most modern equipment is now available, the main goal is to effectively use this equipment to provide qualified medical service to people.

The opening of this hospital takes place on the eve of Day of the Armed Forces. Tomorrow we will celebrate the 95th anniversary of the Armed Forces. There will be a military parade tomorrow. Azerbaijan will demonstrate its military power again.

Our army is growing and strengthening. We are addressing social issues of servicemen. Yesterday I signed the order to raise the salaries of servicemen. This beautiful hospital opens today.

As you know, the government has started to provide apartments to the servicemen who have an excellent service record of 20 years. We have already provided 187 apartments. In other words, social protection of servicemen is always in the spotlight.

In general, great progress has been made in addressing social problems and creating new conditions. The construction and opening of this hospital is a good example of that. We have opened hospitals, specialized medical centers and other facilities. Over the last few years, the Ministry of Internal Affairs, the Ministry of National Security, the State Customs Committee, the Special State Protection Service have built and put into operation their hospitals.

I think that all the structures now have the conditions for employees of law-enforcement agencies to receive high-level medical services. At the same time, as I said, medical institutions are opening in all other places, and this process will be continued.

It is necessary to provide services of high level here. I hope servicemen do not get sick. However, if they do, they will now able to receive high-quality medical service. There are about 1,000 beds here. That is, it is the largest medical facility in Azerbaijan. I believe that the highest standards must be constantly maintained here and people should be provided with professional service.

After that, President and Commander-in-Chief Ilham Aliyev examined the mobile surgical hospital, which is also fitted with cutting-edge medical equipment.

It was indicated that the hospital can be set on an area of 2,500 square meters. An hour after the opening the hospital may receive patients and four to six hours later it can function to the full capacity. It can provide medical services to about 150 patients daily. The hospital consists of sorting, management and communication tents, as well as a diagnostic unit for receiving and registration of the wounded and the sick. To carry out examinations, the diagnostic tent is equipped with a digital X-ray machine, an ultrasound machine, a 12-channel ECG and blood analyzer producing 24 indicators at the same time. The hospital also has two operating units, two intensive care units and six tents for the wounded and the sick each containing eight beds. The hospital is effective because its containers and tents can be made ready in a short time. Containers can be prepared in five to seven minutes and a tent in seven to nine minutes, which makes it easy to transport the hospital. The mobile hospital has barracks for military personnel, a pharmacy, a mobile kitchen, baths and toilets. All the containers and tents are equipped with special lighting, central heating, air conditioning and fire alarm systems.
