Ilham Aliyev attended the opening of a new office building of the Binagadi District Executive Authority of Baku

President of the Republic of Azerbaijan Ilham Aliyev has attended the opening of a new office building of the Binagadi District Executive Authority of Baku.

The creative work carried out in Baku on the basis of orders and instructions of President Ilham Aliyev is, above all, part of the development strategy of the capital. The buildings under construction impart special beauty to the capital and add further touches to the modernizing architecture of our city.

The creative and landscaping work ongoing in all districts of Baku at the present time contributes to the comprehensive development of the capital. In this regard, special attention is drawn to the work carried out in the Binagadi district in recent years. The conditions created in the building of the district executive authority after the overhaul, which has been carried out within the framework of measures on socioeconomic development of the district, suggest that encouragement of public administration in the country is at the center of attention. In addition, the building renovated in a modern architectural style gives special beauty to this area.

The head of the Binagadi District Executive Authority, Khaladdin Isgandarov, informed the President that the previous building had been constructed in the early 1970s. In Soviet years the building housed a district committee of the party.

Subsequently the building was used for other ends and was not renovated. In May of last year its reconstruction began.

The building has now been reconstructed in a modern architectural style.

It was indicated that the five-storey building with a total area of 4,000 square meters is fitted with the necessary equipment and systems. The façade of the building, located in the western part of the park named after Heydar Aliyev, is covered with local building materials of white color, which imparts special beauty to its appearance. At the entrance to the building there is a bust of great leader Heydar Aliyev and the administrative map of the Binagadi district on the wall. The partitions between offices are made of a transparent material, while materials produced in European countries are used in the interior.

President Ilham Aliyev reviewed the canteen.

It was emphasized that the office building has all the conditions for the application of advanced management techniques.

President Ilham Aliyev examined the "1646" service set up at the Binagadi district executive authority to deal with applications from residents. Residents can quickly communicate their message by phone. "1646" can process 30 calls from all mobile operators and fixed-line phones at a time. Answers to the questions relating to the powers of the executive authority are provided in the "FAQ" section. The conditions available here have facilitated the implementation of many elements of the "electronic government" in the executive authority building. There is a system for electronic records management, a video conference room providing the opportunity to establish direct link with residents and representatives of the executive authority on the ground, the electronic map, the operational control center, electronic kiosks and other technical facilities will enable the Executive Authority staff to work effectively and provide comfort for the population.

President Ilham Aliyev also reviewed the large assembly hall.

It was indicated that modern materials were used in the design of the assembly hall for 270 persons. The assembly hall has the necessary conditions for conducting activities of regional and national importance.

Then the head of state examined the electronic map in the presentation room.

It was noted that a unified electronic database of the district has been developed. The system is already used in the management of the district economy as the latest technological tool. The electronic map enables planning and provision of timely information on the work done.

President Ilham Aliyev was informed about the work done in the past year.

It was noted that six parks have been put in place, two overhauled and 24 new cultural facilities commissioned in the district over the past period. A total of 166 km of roads have been paved and façade improvement work carried out on a total of 127,000 square meters. In order to ensure ecological balance, about 10,000 new trees, 120,000 flowers and decorative bushes and 76,000 square meters of lawn have been planted. The façades of buildings along the Azadlig Avenue have been lined and lit in a modern style. Both sides of the Baku-Sumgayit highway running through the district have been reconstructed using landscape architecture and national ornaments. Inner and local roads in the settlements of Binagadi and Bilajari have been expanded. In addition to this, strategic projects have been implemented in the fields of provision of e-services to citizens and the application of information and communication technologies to management.

The district executive authority already operates an automated information system. Thanks to the extensive opportunities of the system, documents are accepted, verified and assessed for shortcomings in real time and in an electronic manner. The new system has four subsystems - clerical, personnel, household and socioeconomic analysis. The district executive authority also has a system of video meetings. Residents may contact local representatives of the executive authority, establish a video link with the head of the executive authority and other officials without having to come to the building, and raise their questions.
